Cutouts depicting images of oil operations are seen outside a building of Venezuela's state oil company PDVSA in Caracas, Venezuela January 28, 2019. U.S. sanctions that were in place on Venezuela since 2019 largely blocked state-run oil company PDVSA from exporting to its chosen markets. That changed last week, but Washington's six-month relaxation of the measures is too limited to spur new crude production. PDVSA also is in talks with Mercuria Energy and Sahara Energy on spot sales, the sources said. The Italian company and Spain's Repsol (REP.MC) have been in negotiations with PDVSA for months to expand gas output in Venezuela.

The United States on Wednesday lifted for six months most restrictions on Venezuela for producing, selling and exporting oil to its chosen markets. Not all sanctions on PDVSA were lifted by the United States. Before sanctions, India and the United States were other top destinations. A state oil company PDVSA's logo is seen at a gas station in Caracas, Venezuela May 17, 2019. The U.S. on Wednesday lifted most restrictions on Venezuela for six months for producing, selling and exporting oil to its chosen markets. But it is not expected to significantly boost Venezuela's deteriorated oil production or immediately lead to stronger exports. Venezuela can now receive direct payments for goods or services under the license issued by OFAC, which oversees American sanctions. PDVSA and Venezuela's oil ministry did not immediately reply to requests for comment.

HOUSTON/CARACAS, July 7 (Reuters) - Venezuela's opposition is crafting a proposal for the country to redirect about 200,000 barrels per day of its oil exports to a trustee to pay creditors with claims on the nation's foreign assets. A negotiation team representing Venezuela in late 2022 began formal talks with some creditors, including miner Crystallex and oil producer ConocoPhillips (COP.N), to avoid the loss of Citgo. A license by the U.S. Treasury Department would be required and Venezuelan state oil company PDVSA would not have access to cash flow from those exports, Medina said. One of the opposition's arguments is that PDVSA is currently forced by U.S. sanctions to sell its oil in Asia at deep discounts. Energy analysts estimate the U.S. Gulf Coast has more room for processing Venezuela's heavy sour crude grades.

May 26 (Reuters) - The U.S. Department of Justice is investigating a California unit of oil refiner PBF Energy Inc over a November emissions release, the company said. "We are cooperating with all relevant agencies, including with respect to any ongoing investigations related to the incident," said a PBF Energy spokesperson on Friday, declining further comment on pending legal matters. The Department of Justice, which oversees the FBI, did not reply to a Reuters request for comment. The Contra Costa District Attorney is pursuing legal action against the refinery for failing to notify the county when the release happened, county health officials have said. The oil refiner "thoroughly investigated the incident to identify appropriate corrective actions and we are committed to implementing them," the PBF Energy spokesperson added.

HOUSTON, April 28 (Reuters) - Chevron Corp (CVX.N) has stepped up sales of Venezuelan crude oil to rival U.S. refiners, adding PBF Energy Inc (PBF.N) and Marathon Petroleum Corp (MPC.N) to its list of customers for the crude, vessel tracking and loading schedules showed. Chevron, the last big U.S. oil producer still operating in U.S.-sanctioned Venezuela, has increased exports of the crude since January. So far in April, it has loaded about 148,000 barrels per day (bpd) of oil at Venezuelan ports, with cargoes going to at least three other U.S. refiners, besides Chevron's own refinery. In mid-April, Chevron sold about 550,000 barrels of Venezuelan crude to PBF for its 185,000-bpd Chalmette refinery, near New Orleans, U.S. Customs data on Refinitiv Eikon showed. Chevron has sent Venezuelan crude to its 369,000-bpd Pascagoula, Mississippi, refinery and this month shipped a cargo to a Bahamas oil-storage terminal, PDVSA's schedules showed.
OPEC+ oil producers announced output cuts of around 1.16 million barrels a day Sunday, sending oil prices higher . The surprise cut in production could boost oil prices to $100 a barrel and beyond , analysts said. It comes after oil prices dipped last month, falling to $70 per barrel — the lowest in 15 months. Feb 16 (Reuters) - PBF Energy Inc (PBF.N) posted a higher fourth-quarter profit on Thursday and said it sealed a joint venture with a unit of Italian energy group Eni (ENI.MI) for a renewable diesel project in the United States. The joint venture, St. Bernard Renewables LLC (SBR), will own the renewable diesel project currently under construction and co-located with PBF's Chalmette refinery in Louisiana. PBF's gross refining margin, excluding special items, rose to $1.71 billion in the reported quarter, from $998.7 million a year ago. The company expects full-year 2023 throughput between 935,000 barrels per day (bpd) and 995,000 bpd, and in the current quarter between 845,000 bpd and 905,000 bpd. However, on an adjusted basis, it posted a profit $4.41 per share, missing average analysts' estimate of $4.98 per share, according to Refinitiv data.

Jan 24 (Reuters) - U.S. oil refining margins on Tuesday hit a three-month high and are likely headed higher, analysts said, as unplanned refinery outages weigh on already-tight fuel supplies. The outages have pushed up gasoline prices in Texas and Oklahoma this year ahead of what is expected to be a heavier than usual turnaround season for refineries. The rising prices and margins are unusual for this time of year, when travel falls. Average gasoline prices in Texas hit about $3.07 a gallon on Tuesday, up almost 44 cents from a month ago, according to the AAA motor group. A diesel producing unit at PBF Energy's (PBF.N) Chalmette, Louisiana, refinery was shut following a fire on Saturday.
At least 15 U.S. oil refineries plan maintenance ranging from two to 11 weeks through May, tallies by Reuters and refining intelligence firm IIR Energy show. By mid-February, U.S. refiners will drop some 1.4 million barrels per day of processing capacity, double the five-year average, according to IIR. PBF Energy's (PBF.N) Toledo, Ohio, refinery remains largely offline from December, according to two people familiar with the matter. Heating oil margins are $58 per barrel, more than double the year-ago level. U.S. gasoline inventories are 226.8 million barrels, compared to 240.7 million at this time last year, while refinery capacity is 8% lower than before storm Elliott.
Energy stocks had a bumper year in 2022 — it was the best-performing sector by a long mile and is expected to remain a big winner this year, according to investment veteran Louis Navellier. "I am expecting energy stocks to lead in 2023, since they have the strongest forecasted sales and earnings," Navellier, who is chairman and founder of growth investing firm Navellier & Associates, told CNBC Wednesday. Navellier's optimism comes amid a slow start for the energy sector. As such, it's now time for "seasonal demand to start pushing up crude oil prices," Navellier told CNBC's "Street Signs Asia." He expects energy stocks to eventually comprise approximately 30% of the S & P 500 , up from the current 6%.
Stocks may be careening toward their worst year since 2008, but some names are completing a remarkable run after doubling or more in 2022. In 2022, the Dow Jones Industrial Average has lost 8.4%, while the S & P 500 shed 19.2%. These stocks are up more than 100% this year, and include tankers for petroleum products, energy companies such as coal firms, and biotech and pharmaceutical names, according to CNBC. Ardmore Shipping and Scorpio Tankers were the top tanker stocks, both up about 316% for the year. Energy companies came out on top in 2022 following a surge in oil and gas prices — which market participants say will remain elevated given expectations of tight supply ahead.
Marathon, and Valero's market valuations reached record highs in 2022; while Phillips 66 and PBF's are near highs reached in 2019. LESS CAPACITY, MORE PROFITSWhen the pandemic hit, big U.S. refiners closed numerous facilities that were less profitable than other operations. Processing capacity is expected to increase by 1 million bpd per day in 2022 and 1.6 million bpd in 2023, mostly in Africa, Asia and the Middle East. The margins to produce gasoline were consistently higher throughout 2022 than in the last several years as a result of the Ukraine war. A series of closures have caused U.S. processing capacity to decline even as refiners have become more profitable.

Dec 12 (Reuters) - PBF Energy Inc (PBF.N) said on Monday it will repurchase shares worth up to $500 million as the U.S. refiner looks to boost shareholder payouts after reporting soaring profits. The company's shares were trading up about 7% at $34.90. Refiner Phillips 66 (PSX.N) said in November it plans to return up to $12 billion more to shareholders by end-2024, while Marathon Petroleum Corp (MPC.N) indicated plans to begin buying back shares as part of its current $5 billion repurchase program. Last week, PBF named Karen Davis as interim finance chief, replacing Erik Young effective Jan. 1. Dec 2 (Reuters) - Shares of HF Sinclair Corp (DINO.N) fell over 6% on Friday after the U.S. refiner forecast capital expenditure of $940 million to $1.15 billion for fiscal 2023, including its transportation business Holly Energy Partners (HEP.N). Shares fell to $57.38 in afternoon trading, their lowest level in six weeks and worst day in ten. Turnarounds made up a bulk of HF Sinclair's expected costs for next year, at $530 million to $630 million. HF Sinclair was formed as a parent company after HollyFrontier Corp bought almost all of Sinclair Oil Corp's assets for $2.6 billion. Other refiners Phillips 66 (PSX.N), Marathon Petroleum Corp (MPC.N), Valero Energy Corp (VLO.N) and PBF Energy Inc (PBF.N) were down 2%-6%.
The Biden administration last week authorized Chevron to expand operations in Venezuela and resume taking prized heavy crude to the United States. Valero Energy Corp (VLO.N), PBF Energy (PBF.N) and Citgo Petroleum have shown interest in getting access to the oil Chevron is expecting in coming weeks, according to the people. No Venezuelan oil officially has been allocated to Chevron yet and no chartering contracts have been signed to transport cargoes to the United States, according to Venezuelan export schedules and Refinitiv freight data. Valero, PBF and other U.S. independent refiners would not need any new authorization to buy Venezuelan oil from Chevron. The primary effect will be to allow some Venezuelan oil to flow back to the United States, "which will help the U.S. refining system," Wirth said.
REUTERS/Bing GuanHOUSTON, Nov 4 (Reuters) - U.S. oil refiners this quarter will run their plants at breakneck rates, near or above 90% of capacity, as tight fuel supplies spur high profits and operating rates, according to company forecasts and analysts surveyed by Reuters. The refining industry has minted huge profits this year on buoyant demand for gasoline, diesel and jet fuel. PBF restarted units idled during the pandemic at its Paulsboro, N.J., plant to produce more diesel and jet fuel, with the company's refineries running at a record-high 980,000 barrels per day last quarter, Young said. Overall, refiners are forecasting production will remain close to third quarter levels, which averaged 92.75%, said Matthew Blair, refining analyst at researcher Tudor Pickering & Holt. Diesel stocks in particular “are well below typical levels and are running at some 20% below the seasonal average,” Paisie said.
"The cut to oil production comes at a time when global inventories are already low and U.S. reserves are at levels not seen since the 1980s, pushing oil prices higher-for-longer," the bank's analysts wrote in an Oct. 17 note. They estimated that this could send oil prices to an average of $100 per barrel next year – 20% above consensus. Oil prices have been volatile this year, rallying following the Russia-Ukraine war before sliding on recession worries. But BofA is bullish on the sector, predicting that oil and gas stocks are set to benefit. "Sectors exposed to higher energy prices and the secondary implications are Oil & Gas, LNG, Utilities, Alt.
